Modest Junior College, established in 1921, is one of the oldest community-based institutions in California and enrolls over 17,000 students a year. It offers 88 associate degree and 93 certificate programs through ten academic divisions, including the Agriculture and Environmental Sciences Department on the East Campus. In addition to the certificate for veterinary technicians, the department offers programs in animal and dairy science, farming, horticulture and natural resources. Among the college's special facilities is the Agricultural Center for Education (ACE Pavilion).

The 17-credit certificate program takes approximately one year to complete, after which students qualify as Certified Veterinary Technicians. Requirements include courses in animal anatomy, physiology and terminology; emergency and pharmaceutical procedures; animal handling and nursing. Students also learn how to assist during dental and surgical operations, handle equipment and instruments in a safe manner and become familiar with the protocols used in labs and medical offices. While not required for the certificate, aspiring veterinary technicians can take electives in large animal health and science, biology or veterinary technology.
